New Jersey’s New E-Bike Laws

It is easy to understand why electric bicycles, also known as e-bikes, are so popular in New Jersey. They are beneficial to the environment and to the physical and financial health of riders. E-bikes have an electric motor, so they do not cause pollution like motor vehicles that run on gasoline. Like ordinary bicycles, e-bikes have pedals, so you can ride them for exercise when you do not need to reach your destination in a hurry. Best of all, they cost much less than cars, providing affordable transportation for numerous working adults and retirees who would otherwise have to depend on others for rides. The fact that e-bikes are not quite a bike and not quite a motorcycle is what makes them so versatile. Low Speed E-Bikes, Motorized Bicycles, and Electric Motorized Bicycles

The new rules about e-bikes go into effect in New Jersey in July 2026, even though Gov. Phil Murphy signed the law in November 2025. Under the new regulations, New Jersey has the strictest rules in the country about eligibility to ride an e-bike and about where you can ride one. Most other states divide e-bikes into three numbered categories, depending on the maximum speed of the e-bike. New Jersey residents called for stricter rules after a series of fatal collisions involving e-bike riders, many of them in their teens.

The new rules in New Jersey establish three categories of e-bikes, namely low speed electric bicycles, motorized bicycles, and electric motorized bicycles, also known as e-motos. The new rules require vehicle registration for all types of e-bikes, which mean that riders must hold a driver’s license. You must also wear a helmet regardless of which type of e-bike you are riding. Critics of the new law argue that the new rules are excessively restrictive for electric bicycles and motorized bicycles. They claim that most of the danger comes from e-motos, which have more in common with motorcycles and mopeds than with e-bikes. They also worry that the new rules will deter visitors from out of state from traveling to New Jersey on their e-bikes, for fear that they will be charged fines for breaking confusing laws or be held at fault for accidents, when such fault would not apply if the accidents happened in their home states.
